At the very beginning of the NT install (the floppy disk portion) you are
asked if there are any other devices (SCSI, IDE or other) and then prompted
to insert the NT compatible driver disk.

It is my opinion that the Sanyo was overlooked by you or the operating
system at this point.  I'm not sure as to what kind of  "old SB-16
controller card" support for NT servers you are going to find, but having
downloaded all available drivers and having them ready for your next attempt
at the server install would be advisable.

If possible, you could also try to get the Sanyo on the last IDE channel you
have.
