        Well, ignoring the fact that the monitor shouldn't be giving off this
voltage there is something wrong with the ground connection in your home. A
proper ground, by definition is at "ground potential", or usually zero volts
since almost everything is referenced to ground. If there is a voltage on
the ground line enough for you to feel it means it is around at least 60
volts ABOVE ground potential, something that should NOT occur. I'd certainly
have someone check to make sure the ground connection is correct. TTYL
