Ralph, it sounds like you have a similar problem to Jimmie, who enquired recently about re-formatting his HD to install XP.

Do this:
Hit the Delete key when the computer begins to boot, to get into the BIOS settings.
Change the boot sequence (page 2) so that CDRom comes first.  
(The usual boot sequence is; Floppy,HDD,CDRom.)
Before you OK the change, insert your Windows CD.  
OK the change and save the settings and the computer will boot from the CD.

Make your selection from the various installation menu choices on offer and the install should proceed without problems.  The main choice will be to install to the existing partition, C, and accept the overwriting of files.  Go for the full format.
