Two things to check. First - make sure your 'display properties settings'
are within the range of your monitor. Right click on desktop, select
properties, select settings. May need to adjust both resolution and refresh
rate (advanced settings).  Then, if needed, make sure your adapter card
display setting is correct as to the type of monitor you are using (vga,
lcd, tv, single, mirror, multiple monitor, etc.). Adapter cards have
slightly different interfaces and methods of getting there. Just ran into
this same problem going from crt to lcd monitor and needed to do both of the
above.

    Im getting a black screen with a blue retangle in the middle with white
letters that say OUT OF SCAN RANGE
Im told its a video problem. I can start in safe mode so Im told the video
card and cable are ok. I need to know how to fix this trouble from safe
mode.
