If it is square, has leads on all 4 sides, and is in a socket, then what
you're referring to is a PLCC (plastic leaded chip carrier) package.
Apparently, Radio Shack sells a puller tool (276-2101) for these, but I
recently had success getting one out by very carefully prying the chip out
with a jeweler's screwdriver.  If you do this, be certain to go around the
chip and only pull a little at a time on each corner, working the chip out
slowly.  Hope this helps.
