Sounds like something is out of alignment. If you know a good
local TV/monitor repairman, he should be able to adjust it
safely. (If you don't know what you are doing, you can
easily catch a faceful of broken glass, or a deadly shock.)
There is probably a "service" switch to collapse the picture
a single line, to enable a him to align the Red, Green, and Blue
electron beams, using the various magnets on the back end of the
Cathode Ray Tube (CRT - fancy name for TV tube) as well as an
assortment of electronic adjustments.
If you can find a schematic in your manual, or come up with a
service manual (paper or downloaded from the manufacturer),
these should tell which component does what. Any service
information would be a BIG help.

You said it was still under warranty, but if you can find the
service information, I would think it should cost less to
adjust it than to ship it back to the manufacturer.
