Jimmy,

Depending on how much you would like to spend Pinnacle has some good cards. I have the DC10Plus with a 933 PentiumIII. We are able to capture video from either the VCR or an analog movie camera. My daughter edits the video and then writes it back out to VCR tape for school projects. I am sure the quality is not expert but it is more then adequate for our needs. With 256 Mb of RAM and Ultra 160 hard drives we do not drop any frames during the capture. The DC10Plus supports WinME but not Win2K. You can check out their products at:
http://www.pinnaclesys.com/start.asp

They also have many professional products for video capture available to.
