1.38 Kbytes/sec isn't very good, you need at least double that for decent
transmission speeds. about 2.8 to 3.5 is considered good at best, on
really good quality phones lines a little better can be expected.

Just depends on how good the modem is, or where you live, that is, the
farther you live away from a big city (depending on the phone company)
the less quality in transmission.  The closer you are the better.
