That update is the Windows 10 dowwnloader, and is unnecessary. If you want
to upgrade to Widows 10, Microsoft  supplies a download tool on its
website. If you don't want to upgrade, let us know and we'll tell you how
to avoid intalling this update (which will be nothing but a nuissance if
you don't want to upgrade).
