If someone could please elaborate, this seems to be a conflict between a plug and
play BIOS and a plug and play operating system.  I am told that if you go into BIOS
and change the prompt "Plug and play OS?" to "yes" you can gain access to IRQ
settings, or is it "no"?  I can't test this as I don't have multiple ports under Win95.
Under BIOS, don't you want to set IRQ 5 as legacy so the PCI bus doesn't hog it?
Just a guess.  My PNP is set to auto and device manager is the same as yours.

workstation runs AMIBIOS 1996 and contains two onboard physical serial ports.
In BIOS setup, port #1 is assigned I/O 3F8h;  #2 is assigned I/O 2E8h.  #2 is
further designated as "normal" mode.
