Do you mean what is a 3D graphics accelerator?
If so, 3D refers to a video card that  is more suitable for primarily gaming
applications.
Cards with names like, "Voodoo", "Geforce" are 3D cards.

Pretty dry reading however :-)
The 3D stands for "3 dimensional" I assume as oppose to a standard video
card
referred to as a 2D card.
Type 3D graphics accelerator into any search engine and you should find much
info on the subject.
