It happens to my roadrunner cable modem connection (in a similar way). I
have a PC and a Mac connected to a cable modem thru a hub. If one is on
while the other is not on, turn on the second one and the second one won't
get internet connection. It doesn't get the right IP either. To solve that
problem, I have to turn the cable modem off and on again, then both works.
Maybe you can give it a try to see if it works for you.
