You are going about it nearly right, you just need to go one step deeper
in repairing your hard drive.  The Fats or File Allocation Table is corrupt.
The easiest way to solve this is download the boot disk for WindowsME from
our website: http://freepctech.com/pc/002/files010.shtml
Use this file to create a new boot disk by putting a floppy in the drive of a
computer and running this file.

Now, boot the problem system with this WindowsME bootdisk.
Then from the A:\> prompt type this:   fdisk /mbr
http://freepctech.com/articles/articles.php?ArticleId=58

Once that is complete, then from the A:\> prompt type this:  scandisk c:
now scandisk will run through the FATs and all the file structure on the drive.
Once it is done it should be ready to boot.
