Are you loading anytime of DOS drivers in you autoexec/config file on
boot? Under system properties, clicking on the CD-ROM properties, does
it show any problems or does it say it is THIS DEVICE IS WORKING
PROPERLY?

Win98 will not allow my cdrom to initialize. Upon attempted load/run of
any cd, Windows returns a message box with "setcd" in the title bar
saying, - "C:WINDOWS\TEMP\SETCD.EXE' IS NOT A VALID MS-DOS PROGRAM
FILE. IT MAY BE DAMAGED".
