A few things to consider:
What speed are you burning at?  I've been told it is not advisable to
copy sound disks above 4x because of bit dropping problems.
Are you multitasking when you burn?  Win9x and probably ME do not
multitask as intelligently or reliably as Win NT4/2000.
It may also be an issue of how busy the other devices are on the data
channel that your burner is hooked up to.  Is it and internal or
external burner, SCSI or IDE?
