I don't understand the problem.  You used a Win 98 startup floppy to format the drive, and chose "CD support", correct?  When you were done formatting did you load the Win 9x CD for installation?  Didn't Win 9x ask you to make a startup disk during installation?  What is the startup disk not being accepted for at this point?
