Try accessing CMOS on boot up and see if your boot sequence is set to A,C,SCSII or the last entry might be CDROM depending on the manufacturer. If it does not show "A" as the first option in the boot sequence then change it so that it is.

I think there is more to this than just CMOS, you might need to look under the hood and check that the ribbon cable is attached correctly, that there is power attached to the floppy and that the ribbon cable, (data cable) is actually working or that power is flowing. Failing that - there may be a problem with the device.

You could also check any existence of the device by right clicking "My Computer", click the "Device Manager" tab and see if you the Floppy is present in the list. Expand out "Disk Drives" by clicking the "+" and you should see a floppy in the list, highlight it if it is present and click properties, see if Windows is reporting a problem.

You should also see a floppy disk controller.

At worst if the device or ribbon has died they aren't too expensive to replace.
