The best wat to reoubleshoot is to remove everything except the memory and CPU.
If you get some beeps from the POST, then at least those are working. The next
step would be to add the video card and keep going from there.

If you get nothing with just CPU and memory, then check the power supply
voltages if you have the proper equipment (voltmeter). On ATX based systems
(those with soft power on/off), you should have +/- 5V, +/-12V and 3.3V. AT
based systems do not have the 3.3. Most systems will usually at least post even
in the absence of the 12V supplies (used mainly for disk drive spindle).

If those check out, then either your mobo, memory, or CPU are bad, and you would
have to try swapping with known good components.
