I know the area.....along the right hand edge facing the MB.  The manual
isn't very clear here.  They show the default with the right most set of
pins jumpered(shorted together) but they call the 2 rows of 10 pins A/B/C/D.
Haven't figured that out yet.  I'll take another look at it today when I go
over.  BTW gajillion does describe the number very well

Funny, these boards are awful popular these days.  Four of them have been
purchased by people in my office recently.  As it happens, I've had my hands
on every one (I'm the resident expert on apply Arctic Silver thermal paste).
  One of the tricks on this board is the memory jumpers.  There's a bank of
a gajillion jumpers right in front of the memory slots on the edge of the
board.  If you are using SDRAM, they are all left open, which is the
default.  If you are using DDR, as in your case, you need to change them so
they are all closed.  The first one I helped put together had the exact same
problem you are experiencing, and it was this set of jumpers that caused it.
