Keeping Internet Properties Connection Setting

I am running IE4.0 on a 266Pentium 11 MMX,128 Ram,24CD Rom,56Modem on my
home computer.I am unable to keep the setting"connect to the internet
using a modem" in the Internet Properties Connection  box. I have to
keep changing it from "connect to the internet using a local area
network" even tho I click apply and ok.I have used the Wizard but with
no change.I have not changed providers(I have 4.0 and MCIONE) nor added
any new programs. I am constantly rebooting and changing the setting.
Can anyone help? It is most annoying and time consuming.
