Probably the best thing for your husband to do is become more acquainted
with the amount of macronutrients in the food he's eating.  Get a food scale
(can typically be puchased at any store) and a book of food counts.  Since
he's eating paleo it shouldn't be too hard to figure out how many calories,
carbo's, protein, and fat he's eating per day.  You say he's eating very
strictly he could in fact be eating too little and if his calories are much
below 10-12 per lb of bodyweight it's likely fat loss will stop.  For most
men fat loss will be best at a caloric intake around 12-15 calories per lb
of bodyweight and carbohydrates between 100 grams and 1 gram per lb of
bodyweight.  Protein should be 1-1.5 grams per lb with mostly quality fats
making up the rest.  As far as specific exercise, supplements etc. this is a
huge area and should be addressed only after getting his diet right.
