I live in Canada british colombia ( i am  french landed immigrant).
there is regulations but mostly there to protect crops and economic
interests associated to them  .  Apios americanos being a wild plant don't
threaten yet this order and they  don't know anything  about boundaries ,
the birds and animals neither who transport seeds across the border. Humans
like to control those things but they do a pretty bad job .
