Try a chlorine filter on the shower.

I had this type of "allergy" and finally realized the cause when
I moved away from the city where I had well water.  The "allergy"
went away.  When I returned to the city water supply, it came
back.  I bought a chlorine filter for the shower from the health
food store and have not had the allergy recur.
