Yes it is. Ovulation involves a complex feedback mechanism of hormones. You
may develope a healthy egg ready for ovulation with sufficient progesterone
to change your temperature or produce ovulation mucous. This does not mean
that the egg is automatically released or that the luteal phase hormones are
produced in the required amounts.
