Does this happen with all chocolate?  I think often the milk, sugar and 
artificial flavorings added to chocolate cause the problems but the chocolate 
gets the blame.  Sugary chocolate or milk chocolate make blood sugar soar and 
hence raise insulin -- this definitely can cause acne.  Very dark chocolate 
such as 85% cocoa content or higher or totally unsweetened cocoa powder or 
nibs should not make blood sugar soar.  It's possible that certain 
individuals have allergies or intolerances to actual chocolate and this causes a 
stress response in the body which could cause skin inflammation/acne.
