According to La Leche League, yes. mainly you are looking for the
antibacterial properties of breatmilk, including the  white blood cells
etc  that it contains.There is a theoretical risk of infection from the
breatmilk -however given that adoptive parents tend to be tested foer
everything, I would suggest the risk is minimal.

Breast milk used to be used for ear infections before anti-biotics were
common and I have used it for myself and DH with good results
