Do you have a reference for this theory?  It hardly seems
plausible to explain Down's Syndrome (trisomy 21) as a retention
of juvenile characteristics into adulthood when these individuals
are also clearly distinguishable *as children* and in fact often
do not survive into adulthood.  The best predictor of Down's
Syndrome is the mother's exposure to radiation prior to the
pregnancy.
