Sugar has been shown to increase the uptake of ingested substances.  It's the reason why having wheat and sugar (in, say, a donut) is much worse than having either alone.  So in a certain sense you're correct.  But just like in the ingredients of a donut, it takes two to tango, it's not just -- or even mainly -- the sugar in chocolate that's the problem.  Stuff has psychoactive properties that just ain't natural.
