You're basically stating that culture is way more important than intelligence. Perhaps. I have, after all, wondered why scientific expansion happened at  such a much faster rate during and after the Renaissance, by comparison to the many millenia before that point. At any rate, neoteny in dogs can't be used as an  example of survivial of the fittest, given the sheer level of inbreeding and undesirable genetic traits in dogs  and the lower IQ of dogs compared to wolves.
