After further experimentation, I have the heart rate puzzle solved.  If 
I go zero carb, or nearly so, I get the rapid heart rate.   
Supplementing with potassium didn't help, nor did supplementing with 
magnesium (whether it was a calcium/magnesium supplement or just 
straight magnesium, neither one helped).

What did help is either of two things:

1.  Raise my carb levels up a bit (50 g/day).

or

2.  Increase my sodium intake to 3000 mg/day.

I only did one or the other, not both together.  Doing either of those 
things, my heart rate remains in my normal range -- upper 60's to low 
70's -- throughout normal daily activity.


Interesting aside:  Supplementing with magnesium seems to *cause* leg 
cramps for me.  I did not have any issue with cramps before trying the 
magnesium supplements, but when I was taking the supplements, I would 
frequently have cramps in my calves or feet upon waking.  When I stopped 
the magnesium supplements, the cramps stopped too.
