Well...no. Jerry Fodor is one of the 3 or 4 most esteemed and
influential living philosophers working in the area of philosophy of
mind. You may not care for his skepticism about EP but it won't do to
dismiss him as clueless. He is currently at Rutgers, which is one of
the finest philosophy departments, especially in philosophy of mind, in
the country. He was visiting professor at NYU, also ranked one of the
best in the country. From 1963 to 1986 he was in the department of
Philosophy and Psychology at MIT. He has been a leader in the field for
over thirty years.

But then, *everything* has been comprehensively debunked on the
Internet. But in academic circles the debates about EP are still very
much alive, and Buller has raised important questions, many of which had
been raised by others, but his book collects the criticisms in a
systematic and perspicuous way. It's *way* too early to declare a
winner on this one.
