I think all frozen foods are cooked (par-boiled at least) before they
are frozen. Most people are just thawing and warming up. It has been a
long time since I bought any frozen vegetables so there may be
exceptions to this. Also the frozen vegetables usually have other
things added to make sure that they don't spoil. The best rule of
thumb is only buy foods that will spoil and eat them before they do. I
would have to vote for the best fresh produce that you can find.
