Just contacted the WA fish and game dept. and found out that it is
illegal for anyone to waste good game meat, but they don't have a
program where they collect and disperse the meat.  They do have a
program where if for some medical reason you are unable to eat beef,
chicken, etc. and get a notice from your DR. stating this, then when
they confiscate illegal meat, they then contact you and will give you
the meat.

A step in the right direction I suppose.
