Yes.  But it goes into circulation because it's needed immediately for
fuel.  This is why any hypocaloric diet tends to reduce cholesterol
while weight loss is ongoing.  Even though some carbs are converted to
fat, the fat is needed immediately for energy, so serum lipids do not go
up.

A case where you would expect to find cholesterol elevation during
weight loss might be a diabetic whose low insulin levels result in
weight loss (and prevent fat storage) but who might nevertheless be
eating plenty of fat and/or carbs, which end up in circulation as fats.
