Not at all.  I know they're listed on the labels of those chips
because I've read those labels.  If you can show that spices are
"cut" with flour that is not listed on the label, and this causes
health problems, you are in a position to win a lawsuit.  Why
would the spice company make itself vulnerable to such litigation
when the vast majority of people (i.e., those unaware of any
health problems associated with gluten) would not care if wheat
flour were listed as an ingredient.

The thing to do is to call the company and ask if the spice
contains flour or other extenders, and get them to put it in
writing.  Explain that you are calling in behalf of a celiac
support group, so that they understand that there are medical and
therefore legal issues at stake.

Have I done this?  Yes. for some spices such as McCormick's
turmeric.  They were quite pleased to send a letter stating that
their turmeric and cumin were pure and used no flour or other
extenders.  If they are lying they have little to gain and much
to lose by sending such a letter.
