She should go two weeks totally without any dairy and see how he's
doing.  Then she might consider eliminating soy (this sounded easy to
me, but it was very difficult at first) for two weeks.  My pediatrician
said that about 1/3 of babies who are allergic to dairy are allergic to
soy also.  (They are also likely to outgrow these allergies, though of
course, not all babies do.)  The combination no dairy/no soy worked for
us.  I was able to reintroduce dairy and soy back into my diet when my
son was about 9 - 10 months old and he has been fine.  He is now 12 1/2
months old and within the past few has had some dairy directly with no
apparent ill effects.  I have not yet given him anything with soy.  (My
pediatrician also suggested that I not eat shellfish, strawberries,
peanuts, and nuts and that he not try these until age 3.)

(I also couldn't eat beans when he was very little because he got gas,
but that was not an allergy and when he was a few months older, he was
fine.)

Good luck to your daughter!  She really needs systematically to
eliminate just one thing at a time and see how that goes.  If there's no
apparent change, reintroduce it.  It's easy to panic and stop eating all
kinds of things in a frantic effort to help your baby, but compromising
your own diet doesn't help the baby in the long run.
