I buy several types of margerine in the US that are dairy free and come
in stick form.  It doesn't have to have whey in it to be made into
sticks, it just have to be solid enough (i.e. hydrogenated so that you
feel your arteries clog as you eat it :-).  Maybe you could look around
for a Kosher market that would have Parve margerines.
