Brandy, your children are probably sensitive to the milk protein, not the
lactose, in which case they will not be able to tolerate the lactose-free
cow's milk.

Lactose-free cow's milk is regular cow's milk with the lactose removed
and/or pre-digested. It is for people (generally adults and older children)
with lactose intolerance. It still contains regular cow's milk proteins.

Soy milk is not really "milk" at all. It is milk substitute made from
soybeans. It does not contain any milk protein or lactose, by its very
nature.
