The reasons for not using milk AFAIK need not be allergy related.
Milk allergies AFAIK are often related to the way milk is mass produced and processed.
Many pseudo vegetarians and vegans (strict vegetarians) avoid milk for a number of reasons other than allergies.
Some people avoid milk because it's gross: literally loaded with mucus and bacteria.
Other people avoid milk because it's really unhealthy for people, especially cow's milk.
Ethical vegans avoid milk because of the extreme cruelty suffered by cows.
Before I became an ethical vegan, I was a pseudo vegetarian for two decades.
Before that, for a quarter century, I ate meat like a typical North American and European.
When I became a pseudo (non strict) vegetarian, I illogically fooled myself into thinking it was better
than eating meat because you do not kill the cow to get the milk. I was terribly misinformed.
Five cows per artificially shortened cow life cycle will die so milk can be consumed.
1. The producing cow will die around age 5 (instead of age 25)
when it can no longer produce profitable quantities of milk.
(four other cows must be born to keep # 1 pregnant
because cows must give birth to produce milk)
2. calf that will become the replacement for # 1.
3. calf killed at birth for pet food.
4. calf killed at birth for pet food.
5. calf put into a tiny pin shortly after birth and raised

Dairy cows are raised in factory farms ~~ a cruel situation; the happy contented cow mooing in the pasture statistically

because of the horror of the dairy industry,
ethical vegans are extremely interested in milk-free issues.
Milk is for the mothers' babies; cows' milk is for calves; human breast milk is for human babies;
et cetera, et cetera, et cetera.
For people who do not see milk as an ethical issue, the need to consider other threats to their own health,
example: mad cow disease.
