You can call Simply Yummy from Ajax, Ontario...they sell milk-free
chocolate chips that are guarranteed to be milk-free. Milk products are
not even allowed on the premises. Their address is 785 Westney Road
South, Unit 30, Ajax, Ontario, Canada  L1S 7G1. They are good too...I
just happened to be satisfying my chocolate fix with them now. You
should be able to obtain their number from information. They also have a
1-800 number, I don't have it handy but I am sure you could get it from
information.
