Don, I think your  question regarding how limits should be drawn in the
best interests of all is interesting.  Goes to the root of democratic theory
and the rights of the individual.  I personally believe the tenor of a civi-
lization is reflected in how well the rule of the majority protects the
rights of minorities, ie. disabled, elderly, and other relatively outnum-
bered or powerless groups.
On the level of the peanut however, without even going into a lofty battle,
I think it is a weighing of relative gain/loss for the parties involved:
if the life of one child does not outweigh the peanut-eating pleasure of
the other, say, two hundred schoolchildren (who may eat peanuts for every
minute of every hour they are not in the school), then I for one, would not
wish to be a part of that community.  I can't believe an educated public
would not agree.
