An ever-present community treatment order - the mechanism that allows
Victoria's mental health system to treat ''involuntary patients'' in
the community - meant Ms Hipworth has spent most of her time on the
couch in her small St Kilda flat under the influence of a heavy dose
of anti-psychotics.

''A chemical lobotomy'' is how Ms Hipworth, 62, described her state
when visited by The Age. ''I believe the drugs have sent me mad.''
