CT Department of Mental Retardation is studying whether to follow a 
national trend and call itself
something "more respectful."  Several states have dropped the phrase from their
agency titles in favor of "intellectual disability," "developmental
disability" or, in some cases, "disabilities."   AP (NYT)

(UN Convention on the Rights of People with Disabilities uses
