(I don't understand the DEA motives here - it seems like controlling 
substances would benefit pharmacies and prescribers and the medical 
over-reaction would leave a hurting citizenry.  People might become 
more passive.  Or more angry.

I believe physicians feel at risk when prescribing, their use of 
narcotics is tallied and the recipients filling of prescriptions is 
also tallied.

I think this has to be more than profit.  It seems a mind-set to 
ensure enough suffering.
