"It's always risky to punish people seeking treatment for mental 
health and other disorders."

The rights of the mentally ill add another wrinkle to the usual 
debate about tensions between safety and liberty, said Fredrick Vars, 
a law professor at the University of Alabama whose scholarship has 
focused on the interests of the mentally ill.

"With the mentally ill, it's a category of people who are 
discriminated against in lots of ways," Mr. Vars told Law Blog. "That 
raises an issue of equality as well."
