The main focus of the report is an investigation into whether our 
existing state and federal legal structure is suffi ciently equipped to 
deter and punish perpetrators of online deceptive practices.  ...  We 
conclude with recommendations for those of us who are not prosecutors or 
technologists, especially elections offi cials, the campaigns, the 
media, including online media, voting rights and community groups, and 
of course, the voters.
