"Efficacy trials are a test of whether an intervention does more good 
than harm when delivered under optimal conditions.  Program 
implementers are usually highly trained professionals, and the 
conditions are closely monitored to ensure that targeted participants 
receive a maximal dose of the intervention.  Effectiveness trials, on 
the other hand, test whether an intervention does more good than harm 
under real-world conditions."

Small efficacy trials of an indicated model substance abuse program 
conducted by developers provide insufficient evidence of effectiveness.
