Veterans are having to prove that mental difficulties resulted from 
Iraq and Afghanistan service, and then again that the problems are 
service connected and not pre-existing.  A suggestion is being put 
forward that the initial assumption should be that the claim is 
valid, and treatment started immediately, and not discontinued unless 
there is incontestable proof of invalidity.  It's also being argued 
that acceptance for military service makes any argument for 
pre-existing condition moot.
