Shana Tova is the non-Hebrew-character way of writing Happy New Year
(literally year good).  Rosh HaShanah (literally head the year) starts at
sundown October 3 and is a time, traditionally, to begin reflecting on the
past year, cleansing and renewing the spirit, to get ready for a good
inscription in the book of life for the year ahead, when the book is closed
10 days later.

So, Shana Tova to any for whom the wishes are meaningful.
