                   Sorry for the lateness of the comment on your mail. You
wrote:

I just want to bring to your attention that Halifa has stated in at least
two separate postings that the timing is not right to engage in civil
disobedience measures. On Tue, 8 Aug 2000 9:42:33 in an exchange titled "Re:
Ebou Jallow:  Attn: Mr. Halifa Sallah" Halifa wrote:

"We are simply reporting the developments so that people like Musa will see
how unconducive it is for PDOIS to call for mass demonstrations and civil
disobedience at this very moment.... You want us to call on the UDP
supporters, in particular, and the Gambian people, in general, to go on a
mass demonstration and engage in civil disobedience at this stage? ... In
short, we would certainly be the laughing stock of The Gambia to make such
calls at this very juncture... Relying on the developments that have taken
place in the case of the UDP and GAMSU, we tried to intimate to Musa that it
would be ridiculous for us to call for civil disobedience at this stage;
that such actions become necessary when all other lawful actions fail."

Halifa also made it known that the time is not right in his reply to Musa
Jeng in "Re: Mass Demonstrations and civil disobedience is a viable option"
the day before. Thanks.
